OCO Recognizes its Volunteers

Oswego County Opportunities (OCO) is supported by more than 1,000 dedicated volunteers who contribute their time and talents each year to help advance the agency’s mission. In 2025, OCO volunteers collectively donated 27,192 hours of service, playing a vital role in helping people, supporting communities and changing lives throughout Oswego County.

While the efforts of all OCO volunteers are deeply valued, each year the Executive Committee of the OCO Board of Directors selects one or more individuals to receive the Howard B. Wilcox Volunteer of the Year Award. The award is named in honor of longtime OCO volunteer Howard B. Wilcox, who gave back in meaningful ways, even while facing challenges of his own.

This year, several volunteers were recognized at the agency’s annual meeting for consistently going above and beyond and for their integral role in OCO’s ability to deliver services to those in need. The following individuals were nominated for the Howard B. Wilcox Volunteer of the Year Award:

Jim and Karen O’Brien
For the past three years, Jim and Karen O’Brien have played an important role in OCO’s Nutrition Services Home Delivered Meal program. Serving as substitute drivers, they are available at a moment’s notice to deliver meals to individuals who rely on the program. In 2025, the O’Briens donated more than 200 hours of volunteer service.

Patricia Williams
A volunteer at OCO’s Central Square Dining and Activity Center, known as The Bistro, Williams is known for her warm smile and strong work ethic. Whether assisting in the kitchen, visiting and playing games with attendees, or ensuring the facility remains clean and welcoming, her respectful nature and concern for the well‑being of participants have made her a valued member of OCO’s volunteer team.

Beverly Kelley
The recipient of the 2026 Howard B. Wilcox Volunteer of the Year Award is Beverly Kelley. At 88 years old, Kelley remains a vibrant and dedicated presence at OCO’s Central Square Dining and Activity Center, The Bistro. She is involved in nearly every aspect of daily operations, helping to ensure the center runs smoothly and feels welcoming to all. From driving seniors to medical appointments to mentoring new volunteers, Kelley’s enthusiasm, kindness and commitment are an inspiration.

“It’s truly amazing to think about the number of volunteers we have and the amount of time each devotes to helping us achieve our mission of empowering people, supporting the community and changing lives,” said OCO Development Coordinator Bridget Dolbear. “We greatly appreciate each and every one of our volunteers and can’t thank them enough for all they do for OCO.”
